The Narcotics Control Commission (NACOC) has announced that it will begin issuing licenses to interested persons and entities for the cultivation of cannabis known locally as “wee”.

This comes more than two years after Parliament approved the Narcotics Control Commission Regulations 2023, which legalized cannabis with tetrahydrocannabinol (THC) content of 0.3 for medicinal and commercial purposes.

In a statement dated February 11, 2026, NACOC said licenses will only be issued to “qualified entities that meet stringent requirements including security protocols, product traceability systems, quality assurance standards and full compliance with applicable laws and regulations”.

It cautioned prospective applicants against “engaging with any individuals, groups, or associations claiming to facilitate licensing,” urging them to “deal directly and exclusively with NACOC through the Cannabis Regulations Department (CRD)”.

It further urged them to “follow only the officially approved licensing processes and guidelines”.

The Commission, however, emphasized that recreational use of cannabis remains illegal in Ghana and assured that it will work with the relevant agencies to enforce the existing regulations.
