The Chief of Biung in the Talensi District of the Upper East Region, Waakpembil Bobigbazaar I, has issued a stern warning to the Talensi Mining Communities Initiative (TAMCI), expressly forbidding the group from organising any demonstration within the Biung Traditional Area against Cardinal Namdini Mining Limited, describing their planned protest as a threat to peace and social order.
In a strongly worded letter dated May 6, 2026, intercepted by Dreamz News, the chief said the planned demonstration represents approximately the third attempt by TAMCI to use his jurisdiction as a platform to organise road protests against the mining company, actions he said have consistently threatened peace and caused social disorder in the area.
The chief dismissed the group’s agitations as largely devoid of purpose, saying TAMCI has failed over the years to present any substantiated or significant breaches on the part of the company that would warrant public agitation.
“I hereby expressly forbid your group [TAMCI] from carrying out any such disorderly acts within the confines of my Traditional Area. Your group’s activities over the years have largely been devoid of purpose, as you have failed to present any substantiated or significant breaches on the part of the company that would warrant public agitation. Instead, your demands have predominantly centered on self-serving and divisive calls for the dismissal of company staff — actions that neither promote unity nor contribute meaningfully to the development of the community,” the chief stated.
Waakpembil Bobigbazaar I outlined a number of facts he said remain evident, including that Social Responsibility Agreement (SRA) negotiations under the leadership of the Environmental Protection Agency (EPA) have progressed steadily and reached the sign-off stage, notwithstanding persistent disruptions from TAMCI. He also noted that the company has established Community Employment Committees within various communities to facilitate fair recruitment of local labour, and has commenced a youth capacity building programme to train locals in process plant maintenance and operations.
The chief stressed that a stable environment is essential for the mining company to expand its operations and create more employment opportunities for the youth of the area, warning that TAMCI’s confrontational actions only serve to undermine these efforts.
He further cautioned that TAMCI’s conduct amounts to an attempt to usurp the authority of recognised traditional leadership and the District Assembly, describing such behaviour as unacceptable.
“Let this serve as a clear warning — any attempt by TAMCI or its affiliates to engage in social disorder within my jurisdiction, now or in the future, will not be tolerated,” he warned.
The chief also urged all youth within the area to distance themselves from TAMCI’s activities, warning that participation in such disruptive acts could adversely affect their prospects of gaining employment with mining companies operating in the district.
While issuing the warning, the Chief, Waakpembil Bobigbazaar I said he remains open to constructive dialogue, urging TAMCI to present any genuine concerns through peaceful and appropriate channels rather than resorting to public demonstrations and road blockades.
The letter was copied to the Tongraan, the Paramount Chief of the area, the Upper East Regional Minister, the Upper East Regional Police Commander, the Commanding Officer of the 11 Mech Battalion, and the District Chief Executive for Talensi District.
